ERR_CONNECTION_TIMED_OUT
The pay.epass.software link is a TinyURL branded domain, and it resolves through a CNAME to cname.tinyurl.com. TinyURL branded links must first resolve and connect to TinyURL infrastructure before redirecting to the final destination.
Most likely cause is an AVD-side DNS, proxy, firewall, SSL inspection, or URL filtering policy affecting the TinyURL/branded short-link domain.
Run these PowerShell command from AVD:
If DNS resolution fails, the issue is likely DNS/filtering. If DNS succeeds but the curl request times out or fails, the issue is more likely proxy/firewall/SSL inspection/web filtering.
