When attempting to process a transaction using EPASS Pay, a message appears:

Transaction was declined.

Message: Transaction declined – The account does not exist.
Request another form of payment
Transaction declined by issuer
Response Code: 1020
Card Issuer Response Code: 78
Card Issuer Response Description: No to account specified

 

 

This message indicates that the card is blocked for security measures because it is new or inactive. The cardholder should contact their card issuer and activate it for use.
